My monitor brightness is fully maxed too and has been for quite some time. You might have to tweak them a bit for your setup but starting there will give you waht you are looking for. The default on all those is 50% and these settings are tolerable for the desktop and other applications without burning your eyes out. I will be getting a LCD monitor soon so maybe that will fix it but here are the settings I use on my vid card control panel to make things good for game and decent for desktop.these are Nvidia control panel settings.Brightness=65%, Contrast=35%, Gamma=65%.

Default vid card settings gives me an almost solid black screen at nighttime in game or dragon zone. I thought I was the only one!! I have sent feedback recently about this and have been having the problem for years and thought it was the vid card but upon building my new system I still have the same problem so the CRT monitor or game must be the problem.
